Water supply disrupted

ITANAGAR, June 23: Drinking water supply at Naharlagun and Nirjuli has been disrupted after the main water supply pipeline was badly damaged by landslide triggered by torrential rain near Youth Hostel road last night.

Further, the Headwork at Nirjuli, Kancha nallah source and GI pipeline were also washed away by flash flood.

Repairing work of the damaged pipelines is going on. It will take atleast 3-4 days to restore water supply, according to a departmental release.

 

861 solar powered street lights in remote villages of Arunachal

ROING, June 22: Altogether 861 Solar Street Lights have been provided by Delhi based Rural Electrification Corporation Limited (RECL) in remote areas of Arunachal Pradesh under a consultancy service of Energy Efficiency Service Limited (EESL) and with support from Arunachal Pradesh Energy Development Agency. It was a part of the nation-wide programme of the power enhancer RECL  under it Corporate Social Responsibility (CSR) programme.

Solar powered street lighting are environment friendly, requires lesser maintenance and meet the need of locals in remote areas which face problems of frequent power cuts and where there is no powers.

Amping Megu, Project Officer, APEDA Roing informed that 466 sets have been provided to the Lower Dibang Valley District and the installation is in progress.

Delighted with the solar powered street lighting system and appreciating the initiative of the RECL, Joseph Pertin, ASM Parbuk-Bolik said that it has improved the village environment during night hours and added quality to the life in villages. DIPRO

 

Adamant AAPSU to go ahead with bandh call

ITANAGAR, June 23: All Arunachal Pradesh Students’ Union (AAPSU) will go ahead with its proposed 12-hr capital complex bandh call on June 25 from 5 am.

There will be no compromise on the issues raised by the union as issues are in the interest of students in particular and the people of Arunachal in general. AAPSU will go to any extent to get its demands fulfilled and appealed to the civil societies and public to cooperate with it, said AAPSU President Kamta Lapung said in a release.

Essential services like ambulance, milk van, media, fire brigade, pharmacy have been exempted from the purview of the bandh call.

Meanwhile, AAPSU stated that no any plea for donation should be entertained in the name of the union for the bandh call without prior consultation of the president, general secretary and finance secretary of the union.

 

Landslide disrupt power supply in East and West Kameng

ITANAGAR, June 23:   The Executive Engineer (E), Bomdila Electrical Division has informed that power supply to East and West Kameng has been disrupted due to heavy landslide. A tower of 132kV Khuppi Feeder has been damaged near Ziro Point recently leading to total darkness in the two districts.

The power restoration work could take up to ten days depending on the weather condition, informed a departmental release. The linemen and staff of NEEPCO are working on war footing to restore power supply and the Executive Engineer (E), Bomdila Electrical Division, has assured to provide all possible help to NEEPCO Ltd for early restoration of power supply.

 

Toppers felicitated

ITANAGAR, June 23:  The Nabam Welfare Society (NWS) in its 5th Annual Felicitation Function held at Siddhartha Hall here on June 21 felicitated the achievers of Nabam Family.

Participating in the Programme, former chairman, Arunachal Pradesh Public Service Commission (APPSC), Nabam Atum while congratulating the toppers said that there are bigger responsibilities and challenges ahead for them as the expectations are high.

Bado Nabam was felicitated for securing 10.00 CGPA in Class X while Nabam Meti and Nabam Tapi were felicitated for their performance in Class XII. Coordination meeting held

Blood donation camp

ITANAGAR, June 23: A total of nine units of bloods were collected in blood donation camp organized at General Hospital Pasighat on the eve of World Blood Donation Day on June 14 last.

Teachers raise issues

ITANAGAR, June 23: Arunachal Pradesh College Teachers’ Association (APCTA) while participating at the National Executive Meeting of All India Federation of University and College Teachers’ Organization (AIFUCTO) on June 22 at Faridabad in Haryana raised series of problems faced by college teachers of the state.  They raised the issues of non-grant of Child Care Leave to female faculty members, non payment of children’s educational allowances, conveyances allowance, enhancement of superannuation period for college teachers from 60 – 65 years, delay in reimbursement by University Grant Commission (UGC) to State Government and present position of Rashtriya Uchhatar Shiksha Abhiyan (RUSA) of Arunachal Pradesh.

Apart from their academic and teachers’ problems, they have also raised the issue of racial discrimination of Arunachal students in other parts of India.

The meeting was attended by Dr. Jommi Loyi, President of the College Teachers Association and its General Secretary Dr. Bijay Raji.

 

IMWA urges AAPSU to withdraw bandh call

ITANAGAR, June 23: Itanagar Market Welfare Association (IMWA) has appealed to All Arunachal Pradesh Students’ Union (APPSU) to call off its proposed 12 hours Capital Complex bandh on June 25 in the greater interest of the general public of the state and people of capital complex in particular.

We appreciate the demands of APPSU. But, bandh can not provide solution to any problem. Hence, we appeal to AAPSU leadership to go for alternative means of protest other than bandh to pressurize the government to meet the demands, IMWA said in a release.

IMWA also appealed to the state government to invite AAPSU and sort out differences through discussion and negotiation.

 

AEKSU extends support to AAPSU

ITANAGAR, June 23: The All East Kameng Students’ Union (AEKSU) has extended support to AAPSU which is calling bandh on June 25 next against fulfillment of its seven-point charter of demand including non appointments of Chairman, vice chairman and OSD.

It called the demands valid and genuine saying it covers the issues related to the people of the state.

 

AASSATA seeks appointment of new ATs and JTs

ITANAGAR, June 23: The All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has sought immediate creation of 1500 AT and 1000 JT posts.

In its memorandum submitted to the parliamentary secretary education, it said, since the present system of regularization by resultant vacancy from the Director of School Education/Elementary Education would not be possible to regularize the SSA teacher of even 2003 batch, for instance regularization starts from 21st September 2010 covering 5th DPC till 3rd March 2014, regularized 282 AT and 155 JT only. Most of us are now almost more than 45 plus of age and complete regularization of 8000 teachers; it will take 60-70 years for complete regularization if the present way is maintained. Therefore ‘we request you to create special package of 1500 AT and 1000 JT posts as special gift for SSA teachers,’ it said.

 

AACS writes to the Governor

ITANAGAR, June 23: The Arunachal Anti-Corruption Sena (AACS) has demanded immediate inviting NIT against RE maintenance and repairing of various roads under Bameng, Chayang Tajo and Pipu PWD Division to the tune of Rs 900 lakhs.

In its memorandum submitted to the Governor, it also demanded set up of SIT for enquiry of Rs 24.5 crore MIS scheme on RD department during the year 2011-12, reduction of RTI fees from Rs 10 to Rs 2 and set up of Arunachal Staff Selection Committee (ASSC) for the post of C & D group.

 

Development of under-developed area Khimun’s top priority agenda

CHANGLANG, June 23: Changlang (South) MLA and Parliamentary Secretary Phosum Khimun said that development of rural and under-development areas of his constituency will be his top priority agenda.

Interacting with all Heads of Departments (HODs), Panchayat and public leaders of the district at circuit house here after being elected as MLA, Khimhun sought co-operation from all in implementing various developmental projects and schemes successfully and in letter and spirit.

Union urges BRTF to act

ITANAGAR, June 23:  Galo Students Union (GSU) has requested the district administration to direct the BRTF authorities to do land-filling at a designated location and also regulate their working hours in a day to minimize the inconvenience faced by the commuters.

This call came after a three-member team of the union comprising of General Secretary  Binya Ronya, spokesperson Marli Kamki and social service secretary Jumrik Bagra visited the site of  Aalo-Tato double lane highway project being executed by BRTF of the of the.

The team said that the BRTF authorities have resorted to land-filling and dumping of excavated materials all along the right side of the road.

Further, the GSU appealed to the transport department to immediately provide ex-gratia to family members of Late Karmi Bogo who lost his life on June 12th in an accident involving the APST bus in Assam.  Since, the deceased lost his life due to the negligence of the driver of the bus, the dept. should take full responsibility of the incident, the union said.  

 The GSU further urged the state govt. to immediately consider the demands raised by AAPSU.

 

Cancer awareness prog

ITANAGAR, June 23: An awareness programme on cancerous diseases and their treatment and preventive methods was conducted in VKV, Itanagar on June 23.

Piyush Gupta, Principal Executive Officer and Neha Tripathi, Director of Cancer Aid Society took the classes on cancer and its preventive methods and treatment. Ninety selected students from secondary and higher secondary sessions attended the class.

A few students spoke of their certain bad habits and took an oath in the occasion to discontinue those habits.

ITANAGAR, June 23:  The first ‘INSPIRE’ internship camp, sponsored by Department of Science & Technology, Government of India, was organized by Arunachal University of Studies at its campus at Namsai.

Inaugurating the camp Minister for Agriculture, Horticulture, Animal Husbandry etc. Chowna Mein emphasized on the need of education in eastern Arunachal and requested Vice Chancellor Prof. G N Pandey to start vocational educational programmes and agriculture awareness camp in Arunachal Pradesh.

Dr. Ashwani Lochan informed that the University already has adopted National Education Qualification Framework and has tied up with NIESBUD and IIE, Govt. of India.

The University has already organized two agriculture camps and computer training course, he informed.

MLA Chow Zingnu Namchoom said such programmes encourage students to opt for Science.

VC Prof. Pandey, Namsai ADC Dr. Ashwani Lochan also gave valuable suggestions.

A total of 226 participants attended the camp.

 

Road renovated

ITANAGAR, June 23: Bapu Welfare Society with help of PHED repaired the Khoraliang to Tafrogam VKV road by patching path holes with cement.

The road was in deplorable condition due to lack maintenance leading to many fatal accidents.

The villagers of Khoraliang and Tafrogam appreciated the noble work of the society.

14th FC team arrives in  Arunachal

ITANAGAR, June 23: A 13-member team of the 14th Finance Commission headed by its chairman Dr Y V Reddy arrived at Itanagar today on its maiden three-day visit to Arunachal Pradesh.

The Commission will attend an official meeting with Chief Minister Nabam Tuki and high level team of state officials headed by Chief Secretary Ramesh Negi. The Commission is also likely to meet civil society representatives.

Earlier, on its arrival, the team was accorded a warm traditional reception at Raj Bhawan here. Senior Government officials were present on the occasion.

 

 

Move to appoint nodal officer for Greenfield Airport project strongly opposed by locals

ITANAGAR, June 23: Even before the work started, the proposed Greenfield Airport at Hollongi is facing the first major hurdle. The Greenfield Airport Land Affected Peoples Forum of Hollongi in a representation to Chief Minister have strongly opposed the move of government to appoint a circle officer as nodal officer-cum-executive magistrate of the airport project.

“Such appointment of officer above the department of Civil Aviation, Land Management and District Administration will un-necessarily create misunderstanding among the stakeholder/department of the state who are looking after the much awaited Greenfield Airport Project of Hollongi. Also it is well known that Department of Civil Aviation is handling the entire correspondence between Ministry of Civil Aviation and Airport Authority of India (AAI) and Papum Pare District Administration and Land Management Department are looking after the land acquisition process on the ground smoothly. We the affected land owners are cooperating with the government and district administration since beginning for immediate setting up of this dream project,” the memorandum said.

Further they added, “So, at this juncture when everything is going smoothly, appointment of any officer as nodal officer on this project will undermine the working competence of other officers of the Land Management Department, District Administration and Civil Aviation Department who had been discharging their duty efficiently from day one.” They have threatened of non-cooperation incase their demand is not met. “The entire project affected land owners are against appointment of any nodal officer wherein  the District Administration and Civil Aviation Department  are looking after the project.  Such appointment may cause delay in execution of the project,” Forum added.

 

 

DA urged to intervene on Gandhi Bridge completion

YINGKIONG, June 23: During a meeting of PRI members, HGBs, GBs and general public on 8 June last under the chairmanship of its Zilla Parishad Member, Nobeng Burang urged immediate intervention of the district administration for early completion of the Gandhi Bridge which is the life-line of Yingkiong and Tuting sub-division.

The members also stated that the boundary of Mouling National Park' should be clearly demarcated after conducting spot verification.

The existing boundary line has been drawn through the satellite mapping which has a huge difference from the actual ground reality, the members observed and expressed.

They further decided that the Anchal Samity Assets/ Infrastructure created at Yingkiong would continue to exist as common assets of Jengging Anchal Block (Rotgong Banggo) and Yingkiong Anchal Block (Mori Banggo) as per decision taken in joint Anchal Samity meeting held last year.

 

 

People caught selling lottery illegally in Itanagar

ITANAGAR, June 23: A case of illegal lottery selling today came to light when few people from neighbouring state of Assam were caught in Itanagar. According to the sources around 11.30 am four people, namely, Sheikul lslam (28), Ayaur Rehman (27), Abdul Awal(25) and Idzad Ali(32) all hailing from Lakhimpur, were allegedly selling lottery tickets illegally in the name and banner of Nabajyoti Club and Library, Fatehpur Bihpuria Lakhimpur,  Assam, without prior intimation to the authority and without proper permission.

The members of Capital Youth Organizations (CYO), who caught hold of ticket sellers from Akashdeep market, informed ADM Talo Potom about it. ADM made spot visit and lauded CYO members for the initiative. Later CYO lodged an FIR at Itanagar police station in this regard.

“The four-people were carrying huge number of lottery booklet with its price value of Rs 90,000 to 1 lakh approx. It is known to all that, the selling of lottery is banned all over India with direction of Supreme Court. So, it is normally not good for the society, such people coming from neighboring Assam, they try to befool the innocent people in the name of donation and lottery. They collect huge amount of money by duping and vanished into thin air. The increasing tread of such fraudsters in the capital complex is a great concern to the people of the Arunachal Pradesh. Urgent action is required,” the FIR read.

Meanwhile, CYO has appealed to the district administration and police in particularly to take strong action against such persons. “It is worth mentioning that, above arrested persons were also having no valid inner line permit. Such people are very suspicious and they may create any untoward incident to the society,” they added.

 

 

Rhododendron - A climate indicator

Forest of Arunachal Pradesh is blessed with fascinating genus of plant - the Rhododendron (from the family Ericaceae.) The name Rhododendron comes from the Greek words “rodon” which means “rose” and “dendron” which means “tree”, hence it is “Rose tree.”

Rhododendron, a large genus with over 1000 species of trees, herbs, shrubs and even epiphytes, is found in the North Temperate Zone and the Alpine zone with largest concentration of diversity in the Sino Himalayan region.

In India more than 125 species of Rhododendrons are recorded, of which 61 species, 17 subspecies and 12 varieties are reported from the state of Arunachal Pradesh. The state harbours about 84.7% of the country’s total Rhododendron species, of these 32 species and 5 subspecies have been reported from Western Arunachal Landscape (WAL). The Rhododendron rich forests of the region are in danger due to massive destruction of the habitat due to pressure of development. Some of the species of Rhododendron found in Arunachal Pradesh are Rhododendron antho-pogon, R. dalhousiae var.rhobdotum, R. barbatum, R. Bhutanese, R. cinna-barium, R. hookeri, R. arboretum etc.

Rhododendron is an evergreen shrub that grows 3 to 5 feet in height. It has ovate leaves which alternate on the stem. The genus Rhododendron blooms with spectacular large bell-shaped flower in white, purple, deep rose, red, pink, yellow and orange.

The plant is either known to most of people for its beautiful flowers or for their uses as wood and for incense making. But very few know about the wonderful property of the plant as biological indicators of climate change. Rhododendrons are thermotropic, meaning that they are sensitive to temperature changes and responds with leaf movement. The thermotropic leaf movement of Rhododendron is unusual because these movements are in response to cold temperature rather than hot and dry environment as in most of the cases. When the air temperature drops below 350Fahrenheit, the leaves will curl and droop. The leaf curls up into tight form than their fully-flashed spring and summer forms at cold temperature. The colder the temperature, the tighter is the curl. This process is called thermotropism. The leaves curl up into tight, skinny cigarette shapes when temperature is below freezing. It is bit fatter than skinny when the temperature is warmer than the freezing. The leaves are more expanded than their relative higher up which are much exposed to the colder air than those emanating from the ground. The leaves in full sun will be fully open and the Rhododendron will be bursting in bloom. The snow covered leaves shows less curl than the bare leaves.

It is believed that this process gives a plant a certain survival advantages under harsh conditions. Rhododendrons drop their leaves as a way of reducing the amount of leaf exposed to sunlight. Too much direct sunlight during a prolonged cold spell can cause photosynthetic damage to leaves.

Curling is thought to serve a completely different function. Apparently, it is better for a leaf to freeze and then thaw slowly rather than freeze and thaw rapidly. By curling leaves, the plant ensures that each leaf gets more time to thaw and recover from the cold without being damaged than if each leaf were held out flat as normal. The thermotropic leave curling may serve to protect and prevent the cellular membranes from damage during the process of daily rethawimg that often occurs during early morning. When leaves do incur damage, it is generally when the plant is not in a dormant state. Freeze burn, for instance can cause a greyish appearance to burned areas of the leaf. The overall health of the plant, however, is not affected.

When leaves warm up too quickly after a spell of subzero temperature there is a risk that cell membranes within the leaves can be damaged by ice crystals.

Some facts on Rhododendron: Rhododendrons are referred to as “the king of shrubs” since they are regarded by many as the best flowering evergreen plants of the temperate landscape. Rhododendron was discovered by the 16th century Flemish botanist, Charles I’ Ecluse. Rhododendron is also the national flower of Nepal and the state flower of Sikkim.

A new Rhododendron species i.e. “Rhododendron mechukae” is reported from the Mechuka valley in Arunachal Pradesh at an altitude of above 2400mtrs. It’s pink flower blooms in early February.

Many species of Rhododendron are used for various purposes’ by the tribes of  Arunachal Pradesh:

The dried leaves of Rhododendron anthopogon are crushed and mixed with ghee for making incense that are used in the Buddhist Monasteries in Tawang and West Kameng districts.

The leaves of Rhododendron hodgsonii, R. Kesangiae, R. Falconeri ssp. eximium etc is used for packing ghee, churpi, butter and various agricultural products including fruits like apple for transportation.

Fresh leaves of Rhododendron arboretum spp. arboretum, R. Cinnamomeum, etc in combination with juniper/ thuja/ pine leaves are burnt for making smoke that is believed to be scared and also that it helps in purifying the surrounding air.

Rhododendron barbatum, R. campylocarpum, R. keysii, R. flinckii, R. niveum, R. Hookeri, R.griffithianum etc. are used as fuel.

Wood of Rhododendron barbatum is used for making kurki handles, boxes, spoons etc.

Some species of Rhododendrons are poisonous to grazing animals because of a toxin called grayanotoxin. Leaves of Rhododendrons are considered dangerous as they show symptoms of stomach irritation, abdominal pain, abnormal heart rate and convulsion, coma and death.

However, in 1831, the medical efficiency of Rhododendron was established in homeopathy.

The freshly obtained leaves of Rhododendron chrysanthemum forms the source for a homeopathic mother tincture that cures a number of medical conditions including rheumatism, arthritis, gout and it is also effective in healing conditions like splitting pain in the ligaments, fever, headaches, hallucination, neuralgic eye pain as well as inflammation of testicles.

It has been established that individuals who need the homeopathic remedy of rhododendrons are basically nervous by nature and are seriously distressed or afraid by an approaching thunderstorm.

The magnificent flowers of Rhododendrons have a huge potential to make the state a tourist hub. But extensive deforestation, unsustainable extraction for firewood and incense making by local people without any conservation strategy and the pressure of development are posing serious threat to their existence and survival. These magical plants need to be conserved and explored sustainably.

The rich Rhododendron Forest offers an enormous platform for researchers to scientifically explore the still unexplored Rhododendron world of the state as it holds a vast promise for discovering more new species of Rhododendron in the days to come. Since the phenological responses provide one of the best biological indicators of climate change, Rhododendrons, with its availability in the temperate to alpine forests along the altitudinal gradient would be an ideal species to explore. The traditional knowledge and information that rests with the Monpa and Sherdukpen community, the major tribal groups inhabiting the region, will be of extreme value and will serve as an important climate witness. Farmers' exposure visit conducted at ICAR Basar

ITANAGAR, June 23: Altogether 17 farmers participated in a farmers’ exposure visit at ICAR, Basar organized by ATMA Papum Pare from June 17 to 19 last.

The farmers were escorted by ADO Yupia, Kekjar Ronya. The exposure visit was aimed at making the farmers equipped with the awareness in modern generations in modern technologies adopted in Agriculture and allied sectors.

Speaking on the occasion, Joint Director, ICAR Basar, Dr R Bhagawati advised the farmers to acquaint themselves with new farming practices, varieties of field crops and modern technologies of Agriculture and allied sectors adopted by ICAR and adopt these practices in their own area.

Scientists and technicians of ICAR were the resource persons and mediators during the programme.

Scientist (Entomology) Dr Anup Chandra explained the scientific ways of beekeeping, method of preparation of vemicompost and insect-pests management in nurseries and standing crops. Scientist (plant pathology) Dr Raguveer Singh dwelt at length the diseases of crops.

STA (Horticulture), Takar Ronya, described in details the construction of poly houses for raising seedlings of different crops and showed demonstrations on citrus budding and grafting methods.

TA (Vety Science), Dr Bali Yomgam talked about piggery, poultry and dairy farming and schedules for feedings and vaccinations of birds and animals for healthy growth.

TA (Agronomy), Bhoben Pait briefed about the agro-climatic zones of the state, soil and temperature status and crops suitably grown in each zone.

He showed model of integrated farming systems and other informative datas and tools available at Agriculture Technology Information Centre (ATIC). He also explained packages and practices of different tuber crops and its economics importance.

Research Associate (Fishery), Prasanta Mahanta described construction of fish pond and composite fish culture and feedings etc..

 

 

Toppers & achievers from Idu Mishmi community felicitated

ROING, June 23: School toppers and achievers in the academic field from the Idu Mishmi community were honoured with a felicitation programme organized by the community's apex body Idu Mishmi Cultural and Literary Society (IMCLS) here on Sunday.

It was a proud moment for the Twenty two students who had scored highest mark in their CBSE Class X and XII examinations this year from their respective schools. They were felicitated with a cash prize and certificate of appreciation. The scorers were categorized as school toppers and toppers among Idu Mishmi students.

The school toppers received their awards from the Chief Guest Mutchu Mithi, Parliamentary Secretary, Horticulture. The highest scorer among Idu Mishmi students were awarded by the Guest of Honour Vijay Swami, Executive Director, RIWATCH.

Amili Linggi from Intaya Public School (IPS) scored the highest mark in Class X with CGPA 10. In Class XII Commerce, Science and Humanities stream, Liya Umpe from Govt Higher Secondary School Roing, Ashili Linggi from Bhavans Gandhi Vidyasharam, Kodaikanal and Niba Tacho from JNV Roing scored the highest mark respectively.

Besides the Class X and XII toppers, NERIST Entrance topper Lakhi Mena and Arunachal Pradesh Joint Entrance Exam topper Aja Mega were also felicitated.

For the first time, first PhD holder from the Idu Mishmi community, Dr Rajiv Miso was given recognition formally. Along with him, the only other two other PhD holders from the community - Dr Tarun Mene and Dr Arun Mili were also felicitated.

As encouragement to teachers, four Assistant Professors - Abba Pulu, Athuko Tayu, Riko Mihu and Vicky Pulu who were appointed last year were felicitated. Appreciations were also awarded to qualifiers of NET/SLET examinations and Masters of Laws graduates. The achievers in the academic field were awarded with Mishmi Jacket and certificate of appreciation.

Encouraging the community to give focus on education, Mutchu said the Idu Mishmi community have political stalwarts like Mukut Mithi and Laeta Umbrey, but it is still far behind in education. He said it is only through education that community can surge ahead. He promised to extend all help to IMCLS in working for uplifting of education in the community. The chief guest congratulated all the achievers and encouraged the community to produce more numbers of achievers in the education field.

Though the occasion was for the achievers, words of encouragement for those who could not make it were also conveyed. "It is not mere certificates, ranks and degrees that will account for your success.

What matters in the end is how human you are," said Swami. The guest of honour said the world does not only belong to achievers, but has enough space for people who want to excel in their own way.

Dr Miso, also the guest speaker for the occasion spoke on ways people want to live their lives. He urged the students to make a balance between hard work and recreation. Opening the discussion at the outset, Razzeko Dele, Assistant Professor, IGG College urged the community to conduct itself for larger gain rather than individual profit.

Earlier outlining the objective of felicitation programme, Enju Linggi, President, IMCLS said that such function is organized not only to felicitate the toppers but to have a relook at ourselves as community. It is a rare opportunity when intellectuals from the community meet and discuss on vital issues, the President said.

The felicitation function was hosted by Dr Rasto Mena, Literary Secretary, IMCLS and Sumila Linggi, Vice President, IMCLS.  The programme was attended by former IMCLS President Jatan Pulu and Kelo Pulu, Zilla Chairperson Sipi Elapra, former Zilla Chairperson Chiliko Meto, Dr SJ Mitapo, DTO, Dr Ista Pulu, SMO and various other guests.

 

 

Farmers demand renovation of defunct ‘Cold Storage’ at Niglok

RUKSIN, June 23: Due to lack of storage facilities, the commercial vegetable growers of East Siang district have been facing huge loss in marketing their produces.

Talking to this correspondent, the farmers of Jampani area along Assam-Arunachal boundary said that a large quantity of rabi and kharif vegetables had to be thrown out due to lack of marketing as well as cold storage facilities resulting in huge financial loss to the farmers. It is said that large quantity of the crops has been left in the filed without harvesting.

Some of the farmers, who have taken bank loan and invested in the farming activities, rued that despite normal production, they could not recover the invested amount for want of marketing and cold storage facilities.

The leafy and fruit vegetables are grown in large scale in the foothills of Ruksin area and plain reverine land of Jampani area, which are regularly supplied to different parts of West Siang, Upper Siang and Dibang Valley districts besides Dhemaji and Lakhimpur areas of Assam.

The 1000 MT capacity ‘cold storage’ which started functioning in September, 2010 at Niglok Industrial Centre near Ruksin has been lying defunct for the years and it is no longer in use.  

The farmers lamented that none of the elected leaders pay any heed to their grievances, which is causing a great deal of irritation among them. They alleged that despite repeated appeals made by them, the agriculture department is not taking up the issue with competent authority.

“We have been demanding the authority to revive the cold storage at Niglok, but the authority has not yet done anything on pretext of power supply shortage. Besides fulfilling vegetable in the local vegetable markets, our surplus produces are imported to other distant places. But, we are compelled to sell the seasonal vegetables in very low prices as there is no cold storage or other storing facilities”, rued Basansing Pao, a progressive farmer of Lower Jampani.

The dejected farmers of the district have also threatened the state government of mass stir if their raising demands are unheard for longer.

 

 

Roing-Shantipur city bus service introduced

ROING, June 23: Arunachal Pradesh State Transport Services (STS) has started a 28-seater city bus service between Shantipur and Roing in Lower Dibang Valley much to the delight of people of the area.

Flagging off the bus service at Shantipur check gate today morning in presence of Lower Subansiri deputy commissioner Shiv Kumar and APST general manager Abu Tayeng, Parliamentary Secretary (Water Resource) Gum Tayeng hoped introduction of the bus service will help check fares of private-run Sumo services besides easing communication problems of the people of the area who frequently visit the district headquarters on various purposes. She appealed to all to cooperate with the department to ensure regular operation of the bus service.

The service will mostly benefit the office goers and students as the bus will leave for Roing from Shantipur at 8-30 am back to Shantipur at 5 pm. The fare is fixed at Rs.30, informed Tayeng.

The people from Kangkong, Katan, Parbuk, Mobang, Bolik, Bolung, Ithili, Idili, Jia, 10KM, Meka and many more villages situated along the Roing-Shantipur NH-37 road would be benefitted from the bus service.

It is pertaining to mention here that APSTS has already introduced daily Tata Sumo Services from Roing to Anini and Dambuk to Pasighat.

Panchayat leaders called on Education minister

ITANAGAR, June 23: A delegation of Panchayat leaders of 60th Pongchau-Wakka Constituency led by Matpho Kolong, ZPM of Wakka Block along with MLA Honchun Ngandam called on Education Minister Tapang Taloh recently  to brief him about the education scenario in the area.

They informed the minister that though the Govt. Sec. schools of Pongchau and Wakka along with Govt. Middle School, Nginu were upgraded to Higher Secondary and secondary school respectively in 2009, however the schools have not been functioning due to lack of subject teachers and basic infrastructure. They further said that after the up-gradation of the schools, students of the area are not getting admissions in Govt. Higher Secondary Schools, Longding and Khonsa, which has better facilities.

The delegation appealed for immediate posting of subject teachers to the schools in the coming session. They also called for posting of full-fledged Principals, Vice Principals and Headmasters to the schools.

The Education Minister is reported to have given assurance to the team on posting  of five  subject teachers (JTs) in each school as well as posting of Principals and V-Principals.

Real action is needed

The illegal earth cutting activities in and around Capital Complex has become major source of concern for the citizens. Most of the roads including national highway, sector and arterial are getting damaged due to the earth cutting activities carried out nearby the road. Despite tall claims made in media, the capital administration has totally failed to take action against those persons.

The citizens of capital have no fear for law and therefore carries out rampant earth cutting activities regularly. Their act also shows that they have no love for the mother land. They are very much aware that due to their activities roads are getting damaged thereby giving tough time to the citizens.  Portion of NH-52 A at Naharlagun has been badly damaged due to construction activity near the road. Similarly Itanagar-Jote stretch of road is also deteriorating due to the haphazard earth cutting. Capital and Papum Pare district administrations together should take strong action against such persons who cause damage to the public property. Action should be real and not in paper only.

Hindi is being promoted by throttling the indigenous languages

Dear Editor,

This is in response to the news report titled "Promoting Hindi doesn't discourage regional languages: Rijiju"(June 20) .

It is absolutely irrelevant whether the NDA Government has adopted a "new" policy to propagate the use of Hindi nationally or merely implementing an "old" circular put out first by the earlier UPA dispensation. The fact remains that the Union Government, led by parties of whatever political affiliation, has all along been barbarically imposing Hindi --- the language of few North Indian states --- upon this multi-lingual democratic nation; thereby treating non-Hindi speaking people as secondary citizens as rightly said by that man of utmost self-respect --- M.Karunanidhi.

Hindi is another language of the multi-lingual democratic nation named India; the latter's right over the country is neither superior nor inferior to the former group of languages. This is the very reason why the Constitution has not declared Hindi as the "national language" and the division bench of Gujarat High Court  comprising of Chief Justice SJ Mukhopadhaya and Justice AS Dave has categorically stated that there is no national language in India.

Hindi is also barbarically termed as "Rajbhasa"! This directly implies that either Hindi is the language of the "Rajas" or it is the "Raja" of the languages! By which democratic, moral or Constitutional authority do the Hindi-imperialists dare to insult the non-Hindi speakers(who form more than 60 percent of the Indian population) and their respective mother tongues by relegating them as nothing but "subjects" or "prajas"?

The junior Home minister Kiren Rijiju has commented that by promoting Hindi, the authorities are not discouraging regional languages! But the hard reality remains that Hindi is being promoted by throttling the indigenous languages of the concerned regions.

In the Computerised daily tickets issued from Railway stations of West Bengal as well as in the tickets for Reservation in long distance trains, the names of the starting and destination stations are printed only in English and Hindi! By which moral, democratic or Constitutional authority can the Railway Department eradicate Bengali right in its own backyard and rob the Bengali passengers of their linguistic right?           

Instead of popularising Hindi in order to "unify" the country, Hindi should actually be banished from non-Hindi speaking regions and all-India scenario to prevent the country from disintegration. Making Hindi the dominant language has resulted in a particular linguistic group getting an upper hand in all sectors and given its speakers an added advantage in the limited job market, the resultant inequality flouting all norms of democracy. Thanks to the use of Hindi in Railway Recruitment Board Examinations, the candidates from North India were bagging the lion's share of the jobs.  

And no condemnation is enough for the junior Home minister Kiren Rijiju for trying to "merely implementing" an "old" circular of the previous regime at the Centre! Have all internal problems got solved as soon as the NDA Government took over the reins of the nation and "good times" have at last emerged in the Indian horizon? Instead of solving the burning issues like Maoist insurgency, infiltration across the borders, terrorism or the deluge of rapes and atrocities against the women folk across the country; he is lavishly wasting time by meeting Central Hindi committee or constituting "urban official language operational committees"! As a representative of a non-Hindi speaking state, when the need of the hour was to see that all languages of India are placed on an equal pedestal; Rijiju is hell-bent on killing the colourful mosaic named India and reducing it to a mere extension of cow belt so as to exemplify his "nationalism" or "integration" of North-East in the "mainstream"! Why don't Rijiju concentrate on the task which has been entrusted upon him by drawing inspiration from Karunanidhi's advise that the NDA should focus on delivering the economic and social promises instead of trying to "promote" Hindi?

And let the "nationalists" remain aware of the fact that as far as English is concerned; not only is it the language of higher education or the window to reach out to the world; it is also the only language which can link and bind all regions of India. English should be awarded the numero uno status as it is absolutely neutral whereby people of no particular state will be privileged, the way speakers of Hindi now are.

If a certain high profile leader religiously uses Hindi while addressing this multi-lingual country or while representing this heterogenous nation abroad, it is his personal matter; though it directly assaults the sentiments of the non-Hindi speaking population. Still the matter can be excused as an individual's "freedom of speech" and also because of the fact that the said speech would not affect their lives directly in an adverse manner! But by drawing strength from of a leader's blind admiration of Hindi, his "comrades" hold absolutely no right to impose Hindi upon the non-Hindi speaking electorate; else it would be rendered as an unpardonable act.

Postpone bandh calls

Dear Editor,

I would like to request AAPSU fraternity to postpone the proposed bandh call on 25th June as most of the students who are pursuing their study in IGNOU and in Distance Education have their examinations on the same day.

I believe and hope that AAPSU being an esteemed student union body will consider our request and postpone the bandh call.

I also request the AAPSU team to inquire about the events related to students or exam schedules of that particular date before calling Bandhs.

AAPSU is for student’s welfare therefore please redress our request and postpone bandh call to some other day.

Cladestine activities of somegovernment employees

Dear Editor,

Through your esteemed daily I would like to bring to the notice of the State Govt, the unemployed citizens of the State and the employees of the Planning department about the clandestine activities of some deputed District Planning Officers/Deputy Directors of Planning.

That vide orders No. PD(EM)-142007, dated 31/07/2011, eight numbers of DPOs/DDPs were appointed on deputation basis from the Education department who were serving as Assistant Professors of economics or commerce subjects in different colleges of Our State.

As the eight DPOs were deputed purely on temporary basis for three years term, the Department vide order No.vide Order No. PD (EM) -14/2007,dated 8/01/2013 served a released order to all deputed DPOS to vacate on the expiry of three years term by 31/07/2014, probably due mainly following call back letters from the Directorate of Higher Education vide Order No. ED/HE-501/2011, dated 03/10/2013 and vide ED/HE-501/2011,dated 30/12/2013.

But shockingly notwithstanding the call back orders of the Higher Education Department these crafty DPOs are said to have been clandestinely trying for their regularisation in the planning department. In this connection the following points are worth pondering over:

There are two entry grades to enter into the Planning Department at Group “A” and Non Gazetted Group “B” namely,  Research Officer (RO) and Research Assistant (RA) respectively which is entered through the Examination conducted by the State’s Apex recruitment board, the APPSCE.

The fact that the Education department in the entire State is running short of teachers especially after so much upgradation of schools and creation of new colleges, this news is sure to make everyone uneasy and hard to digest, particularly if they come from Economics/commerce background.

As per the RR the vacant DPO/DDP posts are supposed to be filled from the Senior ROs by promotion. And the resultant vacancy in the lower grades are to be filled through direct recruitment to facilitate the unemployed youth to get job.

Hence, it is fervently felt that such activities of a few people, seeking regularisation in other department to desert their own department must be opposed tooth and nail lest this should leave a bad precedence and encourage illegalities in other departments too.

Our state has been in bad light for such kind of illegalities in the past and has withnessed legal battles for a quite good many times for correcting the wrong done once for all.

It seems ROs, SRAs and RAs are still in deep slumbers, unaware of the clandestine activities of the temporary DPOs/DDP. I feel today’s revelation is enough to wake them up. May be they are relaxed and taking for granted that since the department of planning is at present attached to the  Chief Minister nothing wrong can happen.

It is true seeing the impeccable record and promises he made to the people of the State to provide us corruption free administration. But how long?  How  long chief minister will hold the department with him?

My earnest request is also to all the welfare organisations, AAPSU and unemployed organisations, to use their cudgel against such attempts.
